Only House Banner agendas are allowed. You list must include one loyal card from your bannered faction in your draw deck. You may add up to the maximum number of allowed copies of that card to your list (E.g. 3x Robert Baratheon in a Banner of the Stag list, or 1x Crown of Gold if you're bannering Dragon).
